JUNG UOO CHANG received his doctorate in materials & science from Busan National University in 1998. He used to serve as a senior researcher at POSCO/RIST from 1992 to 1999, a visiting researcher at New South Wales University in 1997 and a research professor at Busan National University from 2000 to 2007. He has been working at KITECH since 2008 as a senior director and was responsible for building seven R&D centers, which attracted $2.2 billion worth of national projects from 2014 to 2017. He is currently working as head of the China Office from July 2021.

He has published over 50 papers with 23 of them accepted by SCI and has been granted 53 patents for his research results. He has been listed in Marquis Who's who for 13 consecutive years (2008–present) and received the Lifetime Achievement Award in 2017. He was also named the Top 100 Scientists by International Biographic Centre (IBC), Cambridge in UK from 2015 to 2017.
